Before you call an electrician for a hot water problem, call your energy supplier and ask them if there is a known fault in the area, depending on the company, they will often send someone to have a look at the problem at no charge (make sure you ask them first if it is free!). Energy saving compact fluro lamps will not work with a dimmer, so for mood lighting, try a free standing floor lamp with a low wattage lamp.
